Two pages, and they do different things.
They are kept apart on purpose. One of them asks for the words that open everything you have; the other never asks for anything. Knowing which is which is the whole point.
Recovery portal
For when the phone is gone. You type your 24 recovery words, and this computer works out which sealed data to fetch and unlocks your keys without sending them anywhere. No phone needed. Nothing leaves your browser.
Phone viewer
For seeing your contacts on a bigger screen. Your phone stays in charge and does the decrypting; this tab shows the result and forgets it when you close it. It will never ask for your recovery words.
